Yes, the computer on which the Scheduler is set needs to be on. For your security, you may want to 'lock' the workstation by pressing Ctrl-Alt-Delete.
Yes, you can be in the program, but it is not recommend. Keeping the program open in an account that will be running scheduler is not recommended either.
